for those interested, I figured out what was going on. for some reason, Tiger used man page files without any extension (e.g. launchd.plist.5) while Leopard uses files with the correct extension (e.g. launchd.plist.5.gz). the update installed wasn't bright enough to recognize that the two files are the same file, and so it didn't remove the older one. so with both in the folder, unix defaulted (I suppose) to the one that was alphabetically first. removing the un-extensioned files resolved the problem.

Apple... yeesh.
