You could experiment a bit. Create a brand new user
(named Test Dummy or whatever), login and shutdown.

Does the same stuff happen?

More than likely it is a software issue, so a backup followed
by erasing and installing fresh and clean is almost certain to
work at first. (Depending if this hang-up is caused by some
3rd party haxie or app that installs background helpers, etc).

Try as a test, booting in "Safe Mode" by holding down the Shift key after you hear the startup chime.
Does the problem (of not shutting down) exist there?

Question A simular issue

I have just upgraded my Macbook pro to Snow Leopard, it was fine for a day or so, but now when I shut down it will restart.

Also she doesn't sleep when I close the screen. Any ideas??

Remove/ uninstall any third party system hacks, InputManager "plugins" for iChat, Mail, Safari, etc.
