Change Excel Background Color?

Does anyone know how to change Excel's background color to something other than white? I like a gray background, so I can leave myself white notes that don't print out.

In Windows it is done through the Windows Control Panel.

To change the background color of a single cell or several selected cells, go to the Format menu > Cells > Patterns tab > Cell shading > select a color > click OK.

The only way that I'm aware of changing the entire sheet's background color is to go to the Format menu > Sheet > Background > select an image (like a .jpg file or similar) that is only the color you want for the background. There may be another way of which I'm not aware.

The whole point of backgrounds is moot as soon as you've understood how to not print notes...

Not true - I often want more than just notes in white - I will have actual cells with formulas.

On a similar note, I want to change the color of the border lines on the active cell in excel. Any suggestions are welcome.

Chart fills (the paint-tin icon) gives you colour in all the cells you choose. You might want to just choose any or all the cells you want and colour them.
