fink selfupdate
fink update-all

Covered in the Fink FAQ. The specific question you ask is #6.17, "Fink says I'm missing gcc2 or gcc3.1 but I can't seem to install it." But more philosophically you could also be in need of #9.11 "I installed Apple's X11 but Fink keeps asking to install XFree86 or X.org."
