1) Does placing your ~/Library/Caches on the desktop and restarting fix the problem?

2) What about moving the whole ~/Library onto the desktop and restarting? If this fixed the problem, you could always start putting things back in, and seeing what broke your apps.

fixed it (bettter late than never)

I know this issue has long since passed into obsolescence, but I was having the exact same issue, figured it out, and thought that others might appreciate this.

The problem lies in the keychain file, if you remove either the ~/Library/Keychain folder or the keychain inside, it will fix the problem.

Pretty simple but not in any way obvious.

PS-this happened to me on OS X Server 10.2.7 but I've had it happen before on client. I have no clue as to what the sequence of events was that started this.

General suggestion for troubleshooting these problems

I submitted a hint earlier on this, titled ''Create a new 'safety' user prior to upgrades". In my case, one of my startup items was screwing me up, but I don't know whether startup items are stored in the homedir on on the system, and that may have changed from 10.2 to 10.3. But my recommendations below would have (and can still) help/ed with troubleshooting.
