Photo Booth effects on any picture

Is there a way to go about using Photo Booth effects on any picture, not just those taken by iSight. I'd like to add the Colored Pencil effect to some pictures I have, but I can't get them to look similar enough using Photoshop. I know you can use Address Book and iChat to add those same effects, but the pictures just don't come out large enough. Any suggestions?
