Shutdown woes due to Classic?

I've got a curious problem with shutting down from OS X. If classic mode is running and I ask for shutdown, the system restarts. If I shutdown classic mode prior to asking for shutdown, the system shuts down.

I'm running the latest updates on a 466Mhz - is this a documented bug? Is it only me? What's up with this? No biggie, just annoying!

I've noted similar behaviour if the classic app I was using didn't quit properly or crashed. My best guess is that In that instance, it LOOKS like classic is still running but its actually hanging and preventing shutdown of OSX.
You can test this yourself by force quitting the classic app that was last used. If classic ALSO quits, then you know something like this happened.
