What OS ?

Do you have installers disks / or OS Digital Installer files (Lion/Mountain Lion)?
Must match the OS you are using.

Have you looked in /Applications to see if there is the Apple "Mail" program ?
Spotlight might be out of whack.

To accidentally delete the Mail application, you would need to go the Applications folder, select Mail, press <Command> Delete, or select Delete from the File menu, then type in your password when asked for authorisation.
And then Empty the Trash.
Did you do all that?

Are you sure you don't just mean that the icon is missing from the Dock, or that it's moved location?
It's definitely not in /Applications folder?
Typing "Mail" in the Spotlight menu doesn't show you the application?
And it's not in the Trash?

If it's definitely gone, then as agentx says, you'll need to restore it from some other source, like the OS installer, or a backup. Do you have a backup? If not, you should start backing up your files right now.
