In the OPs first post - OP indicates that HDMI is used from the MBP. However, that's not entirely clear. pfhannan is also not supplying too much info about what has been tried, and what adapters are used to connect to the Sceptre.
Can't say about a problem with the Sceptre - which is a TV, and not a computer monitor - until pfhannan responds about using the TV with the mini's mini DisplayPort.

Exactly, you have explained it better than I have.

I doubt it, really a lot of people trying to be helpful but OP has been a little shy on the exact things tried on each monitor/tv and all cable or adapters on hand, connections available on Sceptre, and also been shy following our suggestions.

The model of MBP has not been identified, so I do not believe it is a retina with an HDMI port. If I had to guess it was a non Retina model and OP has a Display port to VGA adapter or cable for it.

Not sure why Delta wants to use the display port to HDMI cable vs. the native one, but is a reasonable thing to try (particularly if I am correct and he already has one). A lot of the other helpful suggestions have been given then have been ignored best that I can tell?

pfhannan, less than 6 months ago, did have a late 2008 MBPro (the first unibody MBP), which would have the mDisplayPort, so the OP should have the cable or adapter needed for the mini, regardless of the port wanted.
@pfhannan - did you try the OTHER cable from your MBPro, and connect that from the thunderbolt port on your mini to your Sceptre ?
