Duel USB Car Cigar adapter

I bought a dual USB adapter for my car to charge my iPad, MiFi, and Phone. The 2 USB ports are labeled 1A & 2.1A, can this be USB 2 & USB3?

The 2.1A socket is just sufficient for an iPad charge. The other is fine for your phone.

The labels 1A & 2.1A simply mean that the ports will supply 1 amp of power per port, with a total current draw of 2.1 amps over both ports, and little to do with the USB data protocol.

There's no significant difference between USB2 or USB3 (or USB 1.1 for that matter) for charging current. All might handle up to 5 Amps, but mostly is limited to 1.5A for charging to most USB devices. It doesn't matter for charging which data protocol the device supports
