By default, there's no way that I've ever seen. Maybe there is with jailbreaking, but I don't pay attention to that. There are loads of apps for which offer this type of functionality (including wireless uploading). Just search the App Store for things like USB storage or USB disk. I have one called AirDrive, but I haven't used it enough to offer any opinion.

You want the phone to act as a storage device, or you want the phone to access common storage devices?

For the former - there are various apps available, mainly in the upload-over-wireless variety.

For the latter, there's the iPad camera connector kit. Copies images to iPhoto - that's all.
