Number format: OSX versus Excel

I need to have numbers displayed with a period as the thousands separator and a comma as the decimal separator. I'd like to have this as a default, so that I don't have to build a custom number format for every permutation of currency symbol, number of decimal places, and positive/negative display.

As far as I can see, Excel (from Office:Mac 2008) doesn't give me any control over the separators – it uses the US/UK convention, which of course is the other way round.

The settings in Mac's System Preferences apparently don't have any effect on Excel.

Is there a way?

Just in case you didn't follow this procedure: If you make the change in System Preferences, you'll need to quit and relaunch Excel for the new format to appear there.
