iTunes copied files from Mac not showing on iPad

I followed steps to copy .pdb files from the Mac desktop to the "new" iPad via iTunes, used the "add" feature, on the Mac iTunes the files show in the app (iSilo) on the iPad.

However, when clicking on that app icon on the iPad, no files show as being transferred. I tried "sync", rebooting the iPad, looked in iPad settings to see if there was something else I had missed...

Internet links show that you need to click "sync" but all that does is to "sync" the apps, but no new files get synced onto the device...

Any thoughts?
