SSH remote - termcap and dumb terminal

I have seen this problem before and I can not remember how to solve it.

I am remotely accessing a fresh OS X 10.2.3 install via SSH from my 10.2.3 box. Every time I login I get:

tcsh: Cannot open /etc/termcap.
tcsh: using dumb terminal settings.

....and then I have to run

setenv TERM vt-100

to get anything to really work in the remote connection. What do I need to do to avoid this?
