Cannot access System Preferences or my primary account

I am locked out of my account. It appears I may have a virus.
The password on my primary account has been changed. I tried to log into a second admin account and change it all access for all accounts has been bocked.

I've repaired disks and permissions, cleared caches (sp?), and created a new account using cmd-s all to no avail. I don't have to Install disk. What can be done. Also the pram, PMU, SMU are corrected.

I am running:
A 2GhZ Macbook Pro
1 GB RAM
100 GB HD
Running the most recent OS 10.4
Only major change recently is getting internet at home today.
