Playing DVDs with Overscan Mode

Hello, I was wondering if there is a overscan mode in OSX like in OS9. I'm not sure if everyone knows about this mode, it is available from a control strip module in OS9, when selected it "overscans" the display area when the video is being output to a external display such as a TV. It allows the TV screen to be fully filled in. Good for watching DVDs with, because it then takes up the whole screen. I am unable to find an equivalent in OSX. Thanks in advance.
