Apple Mail - Background Color / HTML?

Hello, I am new to this forum and I have a question.

I am using Mail version 1.3.9 on Panther and for the first time I am trying to make a background color appear in my email. I am making it rich text, and then going to the fonts menu, where you then see a button for "document color". I click it, I select a color, nothing happens.

Do I have to make my email in HTML format? If so, does anyone know how to do this (or if there is a plug-in that can do it)?
