safari cache

how does the safari cache work? in the cache folder there are folders named 1 throough 15 and usually another set of 1 through 15 inside of the first set. how is it decided where the cache files are placed, as in what folder does a file get put and what is the reasoning behind it? the odd time i have gone looking for a certain page in the cache and am just left with no idea how to figure out what file is what page.
