Edit an application via terminal

There is a tweak that involves using a hex editor to edit the "Safe List" in Safari. I'd like to script this. Is there a way in Terminal to do this? (all I want to do is replace "kar" with "ica")

What do you mean when you say you want to edit the "safe list. ? Also, if you could explain kar and ica further I might be able to help you. I just need to some more information to understand what you're trying to accomplish.
