100% is 1 pixel to 1 point. So if you have a 72 ppi monitor, then it will be Actual size.

My Apple TB Display is 109 ppi, so 72 pixels only...

The only problem I have in this area is when the PDF file is selected in the Finder, and it's showing a Preview image of the file. Simply de-select the PDF, and you can over-write it with a new file.
