Okay, let me rephrase my question. Why is Mac OS X unable to contact a server while PC's have this option?

It isn't at all clear that you have established that the above is true.
All you know is that it doesn't work on your one OS X machine but it does work on your one PC.
It is likely due to a configuration difference between them.

Note that other people running OS X (e.g. me) have no problem in contacting that server. Here's the output of 'traceroute electro-music.com' on my 10.4.7 machine:
Code:

traceroute to electro-music.com (68.178.174.113), 64 hops max, 40 byte packets

It might be interesting to see the results from 'tracert electro-music.com' in a DOS window on your PC, as well as a repeat of the traceroute results from your Mac at the same time.

Thing is, it's not only one Mac. Neither my Powerbook or IBook can access that website. The only thing I can think is that my ISP is blocking it.

But I thought you had said that you can access it from your Windows machine. Isn't that machine connected to the same ISP as your Mac machines?

While debugging, I'd definitely get rid of Netbarrier, whether or not you believe it is related. You can always re-install it once the problem is solved.

Make sure you uninstall it properly, in particular that there are no kernel extensions left behind.

I emphatically agree.
If you are resistant to this, note that the next step in troubleshooting might be to do a full reinstall of OS X in order to be sure to remove all such 3rd-party stuff.

Yup. Sure is.

a few simple things to try

uninstall thirdy party enhancements

create a new user account and test

try multiple browsers (sounds like you already did that)

reinstall firefox, mozilla, opera, or whatever third party browser you are working with

make sure no firewall, browser filtering, or anything similiar is enabled, etc

any of this help?
