You don't need it unless you are using one of these enhancements.
In the default version of OS X (as shipped by Apple) there is nothing in either of the folders /Library/InputManagers or ~/Library/InputManagers
So you can (and should) clear out those folders while troubleshooting.

I did look in the Input Managers folders. The system library folder does contain 2 sets of files, Ecamm and SIMBL. I was going to just delete these as you suggested, but how do I know if I need them? Are they a core part of an appplication that I may be using?

As I said before, they are not used by regular apps - they are only used by "enhancement" utilities - which are exactly the things you should avoid using when you are experiencing problems.
So move them elsewhere (as opposed to deleting them) and then restart your Mac.
