I vaguely recall having some problem with a "conflict" when I started using Palm Sync on Panther. As I recall, I figured out that the problem was due to the Palm installer not removing some obsolete conduits from my previous installation. I started fresh (moved my Palm folder elsewhere temporarily and reinstalled) and all was well.

I had the same problem, and tracked it down to two files which were not properly installed by the Installer: HotSync Libraries and Palm Conduit Library.cfm. I finally revert to manually coping those files from an older system to their correct place: /Library/CFMSupport/.
