I have a G4, running 10.4 and the CD/DVD stopped working quite suddenly. I can put in a CD but it doesn't spin. I used it last about two months ago. I also used a utility program recommended to me for the first time (Onyx) a while back. I believe though that the drive still worked after using Onyx to do a maintenance earlier in October. I've read posts about this problem but haven't really found anything that matches what's going on here (ie the drive won't even spin).

If the disc in the optical drive doesn't spin, then you need to replace the optical drive. Nothing you do in the operating system, like running a utility program, is going to fix hardware that is failed.

You only call this computer a "G4", without any information about the model. But if it is a Mac that uses a tray-load drive, you can easily replace the optical drive with a DVD burner for very little money. If your Mac uses a slot-load drive, it will cost more.
