OS X can only read to NTFS, though ther is some third-party support for writing.
You may be able to backup to other disk formats, though.

Is the "NTFS file storage" on the network, or connected locally to the computer that is being backed up? If it is shared on the network (and locally connected to a computer that can read and write to it, i.e. a Windows box), then it doesn't really matter if it's NTFS or any other file system.

Except that TimeMachine (as far as I know) can only backup to an HFS+ filesystem.
Other backup apps might work - especially if they backup to an opaque blob (rather than to a folder of individual OS X files)
