Cannot add/edit firewall rules

Recently reinstalled os x server to our xserve, and was going through configuring options today. When I tried to add or modify a new rule, I could not do so. I could add the rule, and enable it, but could not actually specify any settings for the rule.

Anyone seen this happen before?
