Network and verbose mode

If i turn AirPort Off and then boot in verbose mode, verbose log has "network has been initialized" but after booting has finished, AirPort is Off.

Does OS X turn network temporarily On during booting?

I think that message just refers to the internal software component for networking having been initialized. It doesn't mean that Airport has been turned on.
