Change default system volume level on booting?

Everytime I boot up Mac OS X, the system volume goes back to 50% and I always need to change it back to 100% since OS X doesn't remember the volume level across reboots. Is there a preference file somewhere where I can just change a value so that the volume is at 100% when I boot up? I was digging through some preferences that looked audio related but didn't turn up anything.

Could the System/Library/PreferencePanes/sound.prefpane be corrupted? Perhaps moving it to the Desktop or trash and re-starting might fix the problem?
