Why are some .jpg icons on my desktop (or whereever) sometimes a thumbnail of the photo, and other jpgs are just the standard .jpg icon?

How can I get them to all be shown as thumbnails?

The quick answer (others may give more details) is that not all applications create a specific icn resource (the small image you see for the jpg) when it createes the jpg. Also, if the computer has gone though a PC, it may have lost this information as PCs tend to not uderstand resources from Macs properly, espcially older ones (which some people recycle to use as web server).

depends on where they have come from and if the application has made thumbnails for the jpeg...
