Is there a decent command line XML parser for OS X, similar to MSXML.exe on Windows? I would like to be able to write shell scripts that process XML/XSL file, access nodes via XPath, and so forth.

I'm not familiar with the Windows app you mention, but there are of course many options for writing scripts that use the existing XML-processing modules in Perl, Python, Ruby, etc.
For other options, I suggest looking at what is available via Fink and look at what XML-apps are on sourceforge.org

Depending on what you need to do (and assuming you're on 10.4.x), xmllint might be enough for your needs (see man xmllint in Terminal). Otherwise, hayne's suggestion is probably the best way to go if you know any of the languages.
