Setting up FTP on Xserve

Can anyone explain how I can set up different users and let them FTP files to my server? It is working for my admin account but I am not sure how I do it for new users. When I go into the workgroup manager the "new user" button is greyed out. Also, is there a way to have different folders for different users?

I am a lifelong PC guy venturing into this Mac world for the first time. It is pretty scary but I think I will learn.

I am using a mini-mac to run the server admin to control the headless Xserve.
