I have a computer which expereinces kernal panics. I have run disk utility and found no problems, and ran disk warrior also to find not problems. Is an OS re-install the solution?

You should try the standard troubleshooting suggestions:

Be sure to disconnect all non-Apple peripherals.

And be sure to check the RAM with 'memtest':

Kernel panics are more commonly the fault of
1. Drivers that are poorly written, or
2. Failing hardware, especially memory.

So, please tell us exactly what peripherals you have attached to this computer, and as hayne mentions above, please check the RAM overnight with memtest.
