Qpopper and sendmail

I've installed Qpopper with Sendmail in my Mac OS X Server 10.1.4
But how can I create a pop account? The qpopper manual does not seem very well...

You can either create a full-fledged User Account using the Users module in System Preferences, or you can create a limited user account with no shell access and no home directory. There are a several ways to do this, one of which might be to look into these CLI tools:
