"RulebookServer" errors in console

I've added a console to my list of startup items, and I've been finding these errors in the console window after login:

2002-03-10 20:36:35.977 Stickies[351] Lookup in pbs of server "RulebookServer" failed.
2002-03-10 20:36:35.978 Stickies[351] Can't connect to pbs object "RulebookServer"
2002-03-10 20:36:41.368 Console[355] Lookup in pbs of server "RulebookServer" failed.
2002-03-10 20:36:41.368 Console[355] Can't connect to pbs object "RulebookServer"
2002-03-10 20:36:57.681 SystemUIServer[344] Thread 0x800013b8: tossing reply message sequence 12

etc.

What is the RulebookServer and why is my computer looking for it? Is this natural? It seems to slowdown the startup process after login.

Every once in a while, for no apparrent reason. Anybody have any clues?
