My father is recording Audio interviews on is Iphone using Fire2 which is quite capable in its own right, and might be the best tool for him also for playback.

But that said he is looking for a Mac based Audio playback application that offers some decent controls for scrubbing through the audio, perhaps controlling playback speed, etc.

Itunes is too basic. Garage band offers some of these features though you have to import and convert the files (what format does Garage band use natively).
And of course Garage band offers a million other features.

Basically looking for an Application that play Audio files without converting them and offers some decent controls.

Fire2 uses its own raw format and then converts to WAVE, AIFF, CAF, Apple Lossless, AAC, Podcast, Ogg Vorbis, FLAC, it defaults to AIFF.

Considering its free cost, ease of use, and support for a large number of formats, the first thing I would try is VLC (http://www.videolan.org).
