System Preference not holding

I've just discover that none (most at least) sys preferences are not holding on one of my user accounts.

I'm running 10.6.2 on a new Mac Pro. In particular, the mouse, desktop, & monitor setting. I can change them but they do nothing. It is a admin account and all other admin accounts work fine.

Any suggestions on how to cure this would be appreciated!

I would investigate whether things are being written to the user preferences folder <user>/Library/Preferences.
What are the modification dates of files in there? i.e., are files being written there when you set prefs or at startup.
Also, what are the read/write privileges for the Preferences folder. Perhaps the OS can't write or read to the folder.

The logs in the Console app (Utilities folder) might also shed some light on the problem, as there may be relevant log messages.

The permissions for the preference folder were set correctly but not for the enclosed items in the folder - that did it!
